The supply of affordable homes for all of Scotland’s people is a key priority for the Scottish Government, who have pledged to supply at least 35,000 new homes a year by the middle of next decade. With the First Minister bringing forward a £100 million spending plan as part of the Affordable Housing Investment Programme, this is a fiscal priority affecting private, public and voluntary organisations. The need to promote growth in the housing market despite the economic downturn is imperative to meet demand and to ensure the stability of the home building industry which is responsible for the livelihoods of 100,000 people in Scotland.

The success of Scotland’s communities and future economic growth depends on the provision of affordable, sustainable housing to meet demand in the required areas. In the current economic climate, Scotland’s housing providers face a range of challenges in relation to the increased supply of housing across all tenures and a uniquely Scottish solution must be sought to this policy area. Deputy First Minister Nicola Sturgeon said in August 2008 that “the credit crunch and its impacts will not deflect us from the long term goal of increasing the supply of new houses” but this commitment will require new finance initiatives, partnerships with private developers and a strong strategy from the building industry.
This conference will bring together key stakeholders from private, public and governmental bodies to discuss the key issues affecting the UK and Scotland’s housing market, including how to give the population greater housing choice, how to build innovative sustainable homes and how new council house initiatives can meet demand and the future for social housing. Experts will discuss the issues of funding and incentivisation and how different partnerships could maximise provision and make optimum use of public funds.
Key questions will be debated, including:
- What is the Government strategy for meeting their targets?
- How can we turn policy initiatives into action?
- What is the impact of the ‘credit crunch’ in the short and long term?
- What are the appropriate structures for implementation?
- How do we assess the best use of land and resources?
- Are sustainable and ‘green’ homes economically viable?
- How do we promote partnership working between all key stakeholders?
- How do we ensure that housing providers and developers are subject to appropriate regulation and scrutiny?
- How do we ensure homes are built in the areas that need them most and what role can this play in regeneration policy?
The conference will involve high-calibre discussion on how affordable housing can be delivered to those who need it and how public and private sectors can work together. Covering the issues of stamp duty, sustainability and long-term economic forecasts, discussion will cover all key areas and look at solutions for securing stability in the housing market.
