Jim is a fellow of the Institute of Management Services.

In 2002 he was appointed Director of Corporate Services and is responsible for a wide ranging portfolio including strategy & policy development, equalities issues, performance measurement, e-Government initiatives, human resources, legal services, corporate communications, sports and culture, the over sight of council committees and the support of elected members.

Following a period working in the private sector he joined local government in 1975 and held a number of positions before becoming Head of Personnel and Management Services for the City of Edinburgh Council in 1996.  

Jim was educated in Edinburgh where he obtained a degree in Business Studies.
