Councillor Hutton attended Armadale Primary School, Armadale Academy, West Lothian College of Further Education and Stirling University where she studied for a Post Graduate Diploma with the Chartered Institute of Housing. She was elected to West Lothian Council on 3rd May 2007 for the Armadale, Blackridge, Torphichen and Westfield Ward and she is the Executive Councillor for Social Policy. Her policy areas cover children and young people, criminal justice and older people.
On the 26th June 2007 Councillor Huttton was elected as COSLA’s spokesperson for Education, Children and Young People. Councillor Hutton chairs the COSLA Executive Group on education, Children and Young People. The Group provides political inputs and advice on a wide range of policy areas including early years, integrated children’s services including child protection; education; children’s social work services including youth justice, youth work and health improvement.
