Tayside Police

Bill Harkins is the Deputy Chief Constable of Tayside Police where he has overall responsibility for Professional Standards, the new Intelligence Division and setting strategic direction for the Force.  

He has a wealth of operational policing experience having served latterly as a Divisional Commander in Angus and working his way up through the ranks with deployments in street crime units, shoplifting squads, and beat duties across Tayside.  Prior to Bill’s recent promotion this year to Deputy Chief Constable with Tayside Police, Bill was the Chief Superintendent for Eastern Division of the force in Angus.  

In 2006, Bill worked with Robert Peat, Chair of the Angus DAAT to win the ‘hearts and minds’ of the Angus Community Planning Partners to back a new project to tackle the problems caused by alcohol.  One of the impetuses of setting up the project was to create an action based approach that would produce visible results for partners and across the local communities.  To date, the project has delivered over 130 projects and activities to tackle alcohol misuse.  It has recently been independently evaluated and cited as ‘innovative’ and ‘ahead of the game’.
