Human rights and the realisation of equality are two of the biggest
challenges of the twenty-first century. Here in Scotland we are set to
see a radical transformation in the way we respond to human rights and
equalities with the establishment of two brand new commissions that
will have a major impact on every business, voluntary organisation,
public agency and local authority across the country.
|
The new Scottish Human Rights Commission was created by the Scottish Parliament to deal with devolved rights issues. The Commission will work to ensure that everyone in Scotland is aware of their rights and to explain the duties that public bodies and others should be implementing to ensure that people and their families receive the treatment they are entitled to. It is expected to become operational by late autumn with a draft four year Strategic Plan being published in December.
The Equality and Human Rights Commission is already working to eliminate discrimination, reduce inequality and to protect human rights. It was born out of the previous three equalities commissions (the CRE, DRC and EOC). The new commission aims to build on their legacies and also includes human rights in its remit. It has enforcement powers and a mandate to promote understanding of the Human Rights Act.
By attending this conference you will learn directly from the people in charge of the Commissions about how equality and human rights is a responsibility for everyone in society - employers, schools, the NHS and other public bodies have legal duties to all those who use their services. This is the first, large, public policy conference that examines the Commissions in detail and includes a wide range of independent experts from diverse sectors.
The launch of these two distinct organisations, working closely together, will have an increasing impact on everyday concerns such as health, education, the care of the elderly, social services and the organisations providing these services. The two Commissions are joining the many existing human rights and equalities bodies across Europe and the world - and we all need to understand how they will influence and impact on the work we do. In the 60th anniversary year of the Universal Declaration of Human Rights there has never been a better time for Scotland to lead the way.
