John Nicholls has been the head of the Scottish Government Civil Contingencies Unit since July 2007, where his responsibilities include co-ordination of the Scottish Government’s counter-terrorism activities. Prior to that, John was part of the Scottish Government team headed by HM Chief Inspector of Fire Services Jeff Ord which undertook a review of emergency preparedness commissioned by the Minister for Justice. John also worked on policy for the Scottish Fire and Rescue Service, and was Scottish Policy Client for the new Firelink digital radio system. John has been a civil servant for over 20 years, and as well as working in Scotland, has extensive experience of a number of Whitehall departments.
