David Scott is a freelance specialist journalist writing for a number of magazines including Holyrood, Public Finance, the Municipal Journal and other public sector publications. He was formerly Scottish Government Editor of The Scotsman where he worked for 35 years.
One of his previous posts was Local Government Editor. In that role, he experienced some major changes in local government including the dismantling of the regions and districts, the introduction of the council tax as a replacement for the poll tax and a number of other important changes affecting the relationship between local and central government.
