He has published widely in public policy, public finance, and public and local government economics, including several books and many academic journal and conference papers in the UK and abroad. Besides teaching and research, he currently writes the local government charges section of CIPFA’s TISonline Service for local government officials and councillors. He has had a long-standing interest in local government finance since working in English local government during the late 1970s, during which time he worked on the annual Rate Support Grant settlements.
