Martin Speller was previously a serving Army officer for 30 years before he became Justices’ Chief Executive for Gwent and on amalgamation with the Courts Service he became an Area Director in Her Majesty’s Courts Service. At the same time he became Chairman of the Local Criminal Justice Board. Responsible for the Crown, County and Magistrate Courts, the courts administration, the Judiciary and the Magistrates as Secretary of the Lord Chancellor’s Advisory Committee as well as sitting on HMCS boards, he is an experienced courts administrator. In his time with HMCS he oversaw a modernisation of the courts administrative processes and introduced a streamlined case management regime.
