He joined the Scottish Executive in 1999, where he has undertaking a range of work in Primary Health Care, including taking forward major development programmes and more recently led the team which undertook the 21st Century Social Work Review.

His background is in nursing and primary care, where he worked as both a district nurse and Director of Patient Services/Deputy Chief Executive in a community trust.
