Jim Gallagher is Professor of Government in the School of Law at Glasgow University and is a Visiting Professor also in the Centre for Ethics in Public and Corporate Life at Glasgow Caledonian University.
Previous to that, from 2000 to 2004, he was Head of the Scottish Executive Justice Department. Before that he was a member of the Prime Minister’s Policy Unit in Downing St, and Deputy Head of the UK Cabinet Secretariat. He has also been responsible for Local Government and European issues in the Scottish Office, been a Director of the Scottish Prison Service and Private Secretary to two Secretaries of State for Scotland. He has held a number of non-executive appointments in the financial services sector.
